         There is no role of common people in deciding what they want. 
He mentioned the case of a chemical industry complex in Maharashtra, which was running with over-pollution.Farm lands and other water-bodies, including Vasishti river got polluted. Both fishermen and farmers got trouble.They started protest, but suppressed by police. This is how law is maintained.When 11,000 people got employment in industry complex, 20,000 people from farming and fishing got un-employed.Similarly at mahabaleshwar in Maharashtra, digging well is prohibited as per the rule weregiving a bribe of rs.30,000/- will clear the prohibition.



          All these examples are demanding the need of a new paradigm, which is a people oriented natural conservation. Gadgil report have objective facts and it aims for a people oriented development.It has been made as per the guidelines of well accepted Pranab sen committee report of 2000.
